Looks like you're referring to Miyamoto Usagi, who is awesome, and as his name suggests, a rabbit. They are similar in some ways. Usagi lives in a feudal-Japan-esque world, though I don't think there are any attempted connections to our world - it's just a world populated by anthropomorphic animals. Usagi himself used to be a samurai, but as his master was killed, he is now ronin. He ends up offering his services to feudal lords, often fighting ninjas under the command of opposing lords.

Dangit, Usagi needs his own movie. Though I still love what I've seen so far of Kung Fu Panda (as far as the visuals go) and can't wait for more news.

I just did a little 'digging' online, and found a web-page about the Panda Khan action figure .. which has a "© Dave Garcia" notation at the bottom. So, I guess it is the 'same' character (though, his 'origin' is slightly different from the PK comic-book).
