Looks like you're referring to Miyamoto Usagi, who is awesome, and as his name suggests, a rabbit. He has his own comic book series, Usagi Yojimbo ... but since Stan Sakai and the Turtles' creators were friends, there were crossovers both in comic book format and both cartoons.

They are similar in some ways. Usagi lives in a feudal-Japan-esque world, though I don't think there are any attempted connections to our world - it's just a world populated by anthropomorphic animals. Usagi himself used to be a samurai, but as his master was killed, he is now ronin. He ends up offering his services to feudal lords, often fighting ninjas under the command of opposing lords.

...

Dangit, Usagi needs his own movie. Though I still love what I've seen so far of Kung Fu Panda (as far as the visuals go) and can't wait for more news. :D

No, I wasn't referring to Usagi Yojimbo .. although I love Stan Sakai's book, as well! :) .. but, to a character named "Panda Khan" who appeared on the TMNT TV show a few years after the Panda Khan comic-book had ended.

I just did a little 'digging' online, and found a web-page about the Panda Khan action figure .. which has a "© Dave Garcia" notation at the bottom. So, I guess it is the 'same' character (though, his 'origin' is slightly different from the PK comic-book).

And yes, an Usagi animated film would rock. :D

Not sure if anyone has seen this poster yet or not, I found it on Wik! :D

I'm pretty sure that the Obi-Wan Kenobi looking Rabbit character is Dustin Hoffman.

Love the new poster! :)

BTW, I know it looks like I posted the same image twice, but the one I posted on the page before this (linked from Wik) was NOT this one, but a different one, which I guess got changed to this one in the interim....gotta love the Internet. :?

Its not showing up for me, it says "imp awards.com" in a little black box. Luckily, I already saw it on the front page (and the previous page) and I like it. :)
