You got it! (though, more accurately, the title was spelled "2" Stupid Dogs)
That was a really great show .. and, as I mentioned, was the 'incubator' from which many of Cartoon Network's biggest talents would spring (though the show itself was produced by Hanna-Barbera, before it was 'folded into' Cartoon Network Studios).
Hopefully, 2 Stupid Dogs will be available on DVD, someday soon. I'd videotaped the whole series off of TBS back in the early-1990's, but those tapes are starting to wear out.
So, anyway .. it's your turn, ShyViolet ..

Ahhhh 2 Stupid dogs...I remember when they used to show that! Seems like ages ago.... One of the "World Premier Toons" I think it was....?
I mostly liked it for its "stupid" theme music!
Anyway....hmmm......how about:
"It's the first fish-mo-baby whilimagig! It'll be bigger than the banter-blaster!"

2 Stupid Dogs pre-dated the "World Premiere Toons" .. but, as I mentioned, most of 2SD's crew were creators of various entries in the WPT program; Genndy Tartakovsky's Dexter's Laboratory started out as a WPT short, as did Craig McCracken's The Powerpuff Girls. McCracken also created a WPT short titled Mina and the Count, which was a very sweet story of a vampire and a little girl.
The "World Premiere Toons" were an exciting time for watching Cartoon Network; it's really too bad the program was discontinued, once a few ongoing series had emerged.

OK, a few hints since it's a really obscure quote.
It was a prime-time animated show, and
it didn't last very long.
But very popular on DVD!!! And it has many fans.
