I've read two more sources confirming the DVD and Blu-ray do have the new transfer! I'm sure Duster will be along shortly to 100% confirm.

I can confirm the Blu-ray has the 2023 transfer! Have not tried the DVD yet, but will soon!

The DVD that came with the Disney Movie Club Exclusive Format also has the new transfer! It is just a little brighter than the 4K. The Blu-ray is a little brighter, too.
Here are my screen comparisons on my computer. In these comparisons, the first, top image is the 16mm, the second, middle image is the Diamond Edition DVD, and the third, bottom image is the 2023 version on DVD!:
In this one, you really see more depth, and Cinderella's hair more or less looks more like the 16mm!:
In this, the coach is now more white, and so bright!:
You can't really see the magic dust above her head until the 2023 one!:
The Diamond Edition looked orange and teal! Yuck! I prefer the more pink and blue of the 2023 one!:
I must admit here I more like the more colorful Diamond Edition with it's more vibrant pink glow, but the 2023 one is better in it's contrast, too:
In this comparison, there was no 16mm I found to compare, but I noticed the pink spotlight of the Diamond Edition is less prominent in the 2023 one. These are from my computer, but It becomes almost all blue light on my TV! Hardly any pink reflecting in the floor at all!:

So a 4K will seem a little less "brighter" because the HDR reduces the luminosity so that the brights can appear to be brighter amongst the contrasts. A Blu-ray will take that same scan and basically be the "best" representation of that in terms of color and brightness. This is why a "light" HDR grade is becoming more and more preferred with 4K discs, as a lot of the older ones pushed the contrast too much and were almost like cinema 3D glasses that reduced the brightness.
This is because the highest bright spots on any display can only be as bright as that display, so the rest of the image has to be reduced to account for that, if that makes sense. Strip the HDR metadata and you'd actually end up with something a little lighter and more "faded" than the Blu-ray. But at the end of the day, the new transfer — which I’ve noticed isn’t available on D+ here yet, so I’m still waiting for the wide disc release — is clearly much more consistent and in line with the original intent, so that’s all good!

Please please please be a store exclusive. I want the Amaray case and slip version that the DMC already has, even sans the DVD. None of these steels have done anything for me: this one looks like Cinders is trapped in a magic mirror (wrong movie! ) and screaming to get out!

The Cinderella 'Masterpiece' Deluxe CAV Laserdisc boxed set from 1995 remains unmatched as the most elegant package this movie ever had .. IMHO.
