Because they’re obviously typical British characters in the Dahl villain mold that live in a typical suburban British street in a book written by a British person, primarily for a British readership, before it got discovered by readers around the world who just liked the Britishness of it all?
Or has there been some kind of secret confirmation as to what Rowling was going for, hinting toward, or outright digging at or lampooning that I’ve missed? Go on…enlighten me…?
