Becoming just a comic relief is what saved him. His original role was more serious and over protective of Moana and getting into arguments with Maui, which didn't work, so they considered cutting him entirety before making him just a dumb chicken and just a comic relief.

This is called "testing the waters"… Pretty clear with the growing numbers of FIII stories cropping up that there is indeed something being worked on, and they want to get early feedback on what shape things should take by looking at reactions to "leaks" like these…

Yeah, but does raise an interesting question: Now that they finally GOT their "representational" Disney and Pixar characters (FWIW), do they even want Elsa anymore, as a mainstream "trophy"?
Or has that pretty much gone the way of their IP claim-staking campaigns for Captain America & Bucky, or Finn & Poe?
(Or, given the fan demographics, we can pretty well assume that to be a "Yes". It's going to live on longer than the "Firestar Anna" thing.)

It was never going to be shocking. It was totally set up in Frozen 2. The only reason F2 exists is to set up Frozen 3.

Sorry, there's very little to dissuade me from the "Abandoned Brave sequel" conspiracy theory, especially when you can just picture Merida in most of Elsa's scenes, especially the ending.
Which means that F3, like Cars 3, will be going back to formula and doing a new important story from scratch, stretching minor F1 subplot references into needlessly fangirl-geeked "royal intrigue" backstory about the parents, and Hans, and neighboring countries, and everything else that's gone way off the original Hans Christian Andersen rails.
(And no, Anna doesn't get fire superpowers, too.
