Because supporting out-of-context comedy-relief actors are cheaper to hire and easier to write for than the main central characters of the story, and therefore easier to market.
(Which is why we got an Timon & Pumbaa Disney Afternoon cartoon in the 90's.)

Somewhat, but it’s also because those are the "breakout" characters that the kids love, and it’s kids that these shows are made for. And to sell extra merch, natch.

I really think I would like him more if he didn’t talk so darn much. If he was just a background character who occasionally said silly things, he wouldn’t be half as annoying.
