Yeah, the way it was played out at the time was that Spock WAS dead (and for a while Nimoy thought it would be that way too.) Audiences were very sad and some fans were upset as well.
...It's funny: Nimoy didn't want to be in 1, but he appeared anyway. He didn't want to be in 2 but he did anyway, mostly so he could "go out in a blaze of glory."
But then Nimoy signed a contract to direct ST III and ST IV and appear as Spock, so...as we've been saying, money talks and ******* walks!
But when they were actually making the Wrath of Kahn, they weren't 100% sure if they would bring Spock back but Paramount (meaning Eisner) wanted to have some kind of hint that he might come back.
