Anyone can get baby-boomer laughs with Penelope Pitstop and Muttley, but I doff my cap to the artist who chose to go the extra technical mile in casting the Gruesome Twosome, the Surplus Special, and the Ant Hill Mob, even for only don't-blink shots in a 90-second piece.

One need only watch Blake Edwards' The Great Race in order to experience a movie-length Wacky Races.
.. but IMO this commercial is a perfect encapsulation of how a Wacky Races movie adaptation should look and 'feel', in terms of production design and effects.
I agree that the casting is top-notch (I didn't even catch on to the fact that the Ant Hill Mob were all 'true-to-form', until I saw their group photo in EricJ's link!) .. and the Muttley puppet is fantastic.
I wonder whether such a commercial would have even been attempted here in the U.S., though .. aside from random late-night airings on Boomerang, it doesn't seem that Wacky Races has much of a recognition-factor these days.
The series was still huge in Japan when I lived there, selling WR toys and merchandise well into the late-1980s -- and also seems well-appreciated in Mexico and South America.
BTW, Cartoon Brew posted a slightly longer cut of this commercial over the weekend.

Even Hayao Miyazaki may have stuck one in as the dog in "Howl's Moving Castle.
I'd even go so far as to theorize that it may have first given JP videogame designers the idea for "Recognizable characters in goofy cars" when they first turned Mario into a race game...And the rest is history.
(Without Wacky Races, there might never have been Sugar Rush. )
Although the non-dialogue in the commercial is all obscured gibberish for foreign export, there's Peugot's own extended 90-second cut on YouTube (CB's is 76) where you can just barely make out the "live" Dick Dastardly fuming in English "Double drat! Again, the true artist sweats the details.
