Negative.
Here's a hint--Danny DeVito said it. (he was the VO)
You can’t just have your characters announce how they feel! That makes me feel angry!

Nah...OK maybe it was too vague, so here's some more hints
The character speaking is not an Earthling
He smokes a cigar
He's addressing his goons
And it was a live/action-animation combo film.

Ohh...I love this game! I haven't played it in years, though....
And I think you got the right answer, Uli. I forgot the name of the guy, though....

You're right Uli!
I forgot his name too, however. According to IMDB, it's "Mr. Swackhammer."

Studio. Blockbuster. Computers.
I'll post the whole shot keyframed and thumbnailed if someone names the flick...

I'm tempted to say Treasure Planet, except for the wrong ratio and the "computers" has thrown me...
That's not an answer, by the way...I know it's not that.
So it's a CG movie then...

Yep - it's a CG. And I didn't cut anything. That's all you can see in this particular frame

Nope! And yet - there are no humans in this movie...
BTW, notice the widescreen format - there aren't too many animated features made in this particular aspect ratio
