I still don’t get why he’s not Tim Allen, though. If Buzz is the toy based on this movie then they’d get the voice talent back or use lines from the film in its voicebox…

The reason for MAKING the film as a prequel is the convenient excuse for retiring old Tim Allen out of the series before they have to.
And they even got one of the Three-Chris franchise-replacement trio! (Well, okay, Evans, not Pratt, but...)

The actor didn't agree to lend his voice for merchandises so they had to find a replacement.

What would make more sense would be for the film to be a gritty reboot that a bearded Andy goes to as an adult.

I agree. The trailer felt more like a film that is made nowadays rather than something that was made in the 90's. It literally is a gritty reboot of Buzz Lightyear of Star Command.

Tim Allen is doing a new Santa Clause for Disney+. He and Disney are clearly still on good terms.
