It's Wilbur Robinson's cousin, Tallulah, from Meet the Robinsons .. who is perhaps more easily 'recognizable' in fully-rendered CG 'stills' from the film; my current avatar image is based on an early concept drawing of her:

There's a fairly lengthy post on the first page of this thread, from back when I'd first used an avatar image featuring Tallulah.
