Animals of Farthing Wood and Animaniacs are pretty high up. I have fond memories of Babar and Kissyfur (I have two Dutch VHS tapes of Kissyfur, would dearly love a DVD release), but my favourite show from the 80's is without a doubt The Raccoons. One of my favourite animated shows in general.

I kind of want to mention the David Copperfield movie from 1993, which perhaps is not so much underrated as not that well known I think. Problem is though, voice acting can add or take a lot from a movie and in my opinion the Dutch voice actors do a better job then the American ones for this movie, ...

Hmm. Do they have the right to Road Rovers? That's a show a lot of people are waiting for (myself included).
My number one show I want to see released is Earthworm Jim, but that seems extremely unlikely. Apparently a copyright nightmare. (And WB doesn't have the rights anyway, as far as I know.)

Well, so far I have seen two other studio Gibli movies. Spirited Away witch I found watchable but not much more, and Howl's Moving Castle which was way to weird for me. I don't know if they were both from Miyazaki or not, regardless, I am unlikely to ever go out of my way to see any anime.
