This isn't true, as the film has confirmed Dev Patel in the lead. You're right. Except the Fire Nation was supposed to be based on Southeast-Asian/Chinese culture. Not that I have any problem with Patel, he's obviously a good actor and a better choice than Jesse Mccartney, I just wish they'd casted...
